03 tr20 holeshot issues

Hi everyone, I have a 03 tr21 with a 225 merc. I installed a 10" atlas jackplate and have a 25p trophy plus prop. I just purchased the boat this spring. I have yet to get any kind of hole shot. Even with the 6" jackplate that was on it. I have tried many props including 23 and 25 laser 2, 25p tempest and a 23 trophy plus with no results. I was thinking that I don't have enough negative trim angle to drop the bow, I plan on install 5 degree wedges to get the motor tucked a little more. Does
